Open enrollment started last week for the Affordable Care Act, and it may be one of the toughest in the last five years. The enrollment period has been shortened to 45 days, advertising for the law has been cut drastically as has staffing for those helping people understand which plans are best for them, and rates for those who don't qualify for subsidies have gone up significantly.
